SM465 behind 350 RPM ??

Currently I have the wonderful (for a 4x4 ) SM465 behind a 350 that I know is sloppy. When I have it in neutral or have the clutch in, I can rev the motor nicely. I can blip it to over 4g with no issue. But while driving I can not, in any gear, get it to rev past about 3g. I am replacing the motor soon. And have the intent to swap to an NV3500 tranny in due time. But I wonder why the RPM differences?
Is it the motor?
Is it just the gearing of the dang tranny?
