honing and polishing a new wheel cylinder?

I bought new rear wheel cylinders for my build a year ago. got a good deal on em. I took them apart today just to check them before i install and glad i did. they have a very light scale of rust already. these were new in the box. Now my question. if i hone them just to clean up the scale do i have to polish the bore as well? If so what to i polish it with? any help would be apreciated. Rod.

I used a scotchbright pad to clean mine followed with some fine emery cloth. The emery cloth is like a 1500 grit sandpaper.
That'll buff it up without removing any material.

I take a wad of fine steel wool and let it wind up on a drill bit in a cordless drill and use that like a hone. I use a cordless because it's a little easier to control the speed and power than a corded drill motor.
