The cross member that is near the panhard bar is 2" back further back
on one side than the other side....is this normal?(1968 c10)

Yes , look at some frame threads it's mounted a little off side to side .

Yes that's the way they are supposed to be, I'm pretty sure they did that to triangulate the frame and counteract/oppose the diagonal forces the panhard bar puts into it
(the fact the panhard bar is pretty much an equal but opposite angle to the cross-member is key).
