My guess is it is the back half of the bracket for the mirror.

We have a winner! It is the inside plate for the "sport" mirror.

Kind of what I thought but the holes didn't seem like they would line up. Don't know if my old door has that part until I remove the panel on that one, and since I will be moving the sport mirror over from my other door I'm glad I have it.
