There are build threads on this very thing.

If I ever moved my tank, this is where I would want my filler cap to be.

*Your thread title is a bit misleading, just so you know.

Look in the search box at the top of the page for Tailight filler for blazer tank or something close to that title. He shows how to do this install complete with measurments. He uses the hinge shown in your 2nd photo. The hinge is Liberty #H01068c-uc-c5 frameless surface mount hinge that you can find at Lowes or Home Depot.Look in the hardware dept. where the door hinges and stuff are at.

It must be a demand issue.....if this was a common-enough desire there would be a kit for it. You are going to have to do this yourself or hire a really skilled welder to do it for you.

I found a guy at a cruise night who did all of his own metal work.

I supplied the filler door, etc., and the fender(mine's a step side), and he worked it out in about a week.

I figure it took him about 8 hours, and he only charged me $200, so that's $25/hour which is really reasonable.

I also used a Permacap which has a trap door for the fuel nozzle, and LED side markers to avoid any electrical issues being at the filler nozzle.
