the clicking is your horn relay under the dash isn't it?

1st, make sure your horn is well grounded.
2nd, disconnect horn wire and run a jumper wire from your battery positive to the wire terminal on the horn. It should honk.
3rd, adjust the horn a couple of times with a non marring hammer (mallet). Don't twist off on it, just give it a couple of little tune-ups.

These steps will likely get you horny.
