The upper seal is leaking and I suspect it is a pressure problem. When the steering box is hooked up to the PS pump and you turn the wheel, fluid is free to return to the pump on the return side. The way you have it hooked up now the return fluid is forced back into the pressure side and apparently it is dead heading. I believe that you have trapped the fluid and when you turn the wheel , pressure builds up. It may aleviate the problem if you disconnect the hose and turn the wheel side to side to bleed some of the fluid out.

I would suggest not driving the truck too long under these conditions as it could damage the steering box.
