I think I should offer a disclaimer here. While I have no doubt that laquer thinner will not effect the plastic (polycarbonate, I think) that is used for trim panels such as door panels, kick panels, etc it's not exactly the same composite that is used for dash pads.
Laquer thinner
will leave the pad with a dull finish. If you are stripping the old dye off to re-dye it, then it doesn't matter. If you are thinking you could strip the old dye off and leave the blue underneath exposed don't expect that to work. It won't look very pretty unless you dye it again....
