I believe it is to control front to rear motion of the spring in case the main leaf on the spring would break. Since the steering is in that side and it is front to back, you would potentially lose steering control if the spring broke. I think you will also see an angle bracket on the frame behind the rear shackle on that same (drivers side) spring that is there for the same reason. Something like that anyway .
