the horn wire in your steering column is a HOT wire when the hornbutton is pushed it grounds that wire causing the horn relay to activate the horns//the black wire at the disconnect for the column needs to be hooked up to a momentary switch that has the other terminal grounded// or the way you're trying it it would be the blackwire from the relay going thru the switch to ground
