According to the wiring diagram, as Richard said, the green #12 wire goes to the horn, the red is 12V to the relay coil, and the black wire goes to the column. Pressing the horn button grounds the black, engages the relay, and sounds the horn.

The red 12V wire powers both the horn, and horn relay.

Connect a wire to the connector with the black wire, connect the other end to the switch, and ground the other switch terminal. Now pressing the new horn button should make the relay click, and sound the horn.

Verify that the red wire has 12V.
