Any radiator without an overflow can not be fill to the top. The coolant needs somewhere to expand to, so you have to have an air gap.
With a closed system the reservoir is where the coolant expands to and as the engine cools it is drawn back in to the radiator.
Its doesn’t matter where you mount it as long as the coolant can flow freely threw the hose. It can be mounted higher or lower then the radiator as close and as far away as you want.
