when it doesn't turn over, it actually tries to, maybe turning an 1/8th of a turn in the process before it get's stopped. Its not like a bad solenoid (I've had plenty of issues like that on my 72....so I know it's not that)
I'll have to check the ground cable.....didn't check that.
