Have you done any bodywork (or other r&r work, for that matter) recently? Could be a pinched wire somewhere, getting grounded.
Use a test light or meter instead of a fuse, and try unplugging everything that is powered by that fuse. If it's still grounded, something may be pinched -- look at areas where you've been working.
If it's okay with everything unplugged, start plugging things in, one at a time, until you find the culprit.
This is pretty basic, sorry, but it's kinda hard to troubleshoot stuff from a distance! Good luck.
