On the tilt front ends i've seen some tilt the bumper and some don't, defintely an up to you if you want to or not. If the bumper is goint to stay solid mounted you will need to address the front valance clearance as it sits sort of under the bumper and would hit it when you open the front up. One of the coolest tilts used hydraulic rams to push the entire front end out away from the cowl and then tilt up.
