Paul,
It looks like you should be able to reach the plug from the bottom side
through the water passage. try soaking it in pb blaster or wd40 from the bottom for a while. my guess is electrolosis has setup corrosion between the disssimalar metalsof the plug and the manifold. My vote (for what it's worth) is to Soak, peck on the bottom of the plug some, soak some more, and tap some more, over the course of several days before you try to loosen the plug.
that intake is too pretty to risk messin up, over a pipe plug. Just my 2 cents.
