If it's lugging at all with that huge torque and weight load and with all that wind resistance, you'll be burning even more gas than you would if it weren't lugging. So I'll venture a guess at around 2500 to 2800 RPMs when cruising on the highway. This should ensure the engine's not lugging and your manifold vacuum stays in a decent range.
