If all the bolts are there then it was designed to fold, earlier trucks like the 64 I used to own folded -but my 70 does not. I'm not sure but I think they changed it as a safety issue - in a wreck the folding seat is mass that will keep moving against you hence the new trucks have either a mechanical latch or inertia latch to keep this from happening
