Down numerically.Supposing the current ratio is a 3:73 then going to a 3:08 will lower RPM's.It is a higher speed per RPM change.Knowing your current ratio will help determine what ratio you need to go to.Some one should post a calculator for RPM X tire size X gear ratio.You may be able to improve things somewhat by going to a taller tire though it wont be as much as with a gear swap unless the change in size is a dramatic one.
