new clutch,flywheel and pressure plate?

I installed a new clutch,and presssure plate. I tried to move the clutch fork by hand to see if I could disengage the clutch from the flywheel. It would not budge! Is this normal because it is not connected to the z-bar and clutch pedal yet, or could something be wrong? i assume that the clutch pedal and z-bar give you much more leverage as compared to pushing directly on the clutch fork. I am just trying to test things before I drop the motor and trans back in.....thanks
