Front end vibrations/wobbles are usually tire or wheel related. As in, they are the source, but other worn parts "allow" the vibration/wobble to happen. Replacing the "shot" stabilizer could very well cover-up this problem.
Any of the mounting area bushings could contribute to this. Loose sway-bar bushings generally only make clunky noises, but that wouldn't have anything to do with the vibration.
Look for a bad tire or a bent wheel. One often over-looked issue with tires is "roundness". A tire that is not round may still be able to be balanced, but it will not "roll" true.
