It appears to be a paging unit that was popular on alarms in the 80's.

I'll bet that there was an alarm that someone already removed but left the page unit behind because they lost the dedicated pager.
The box would have had a red hot wire, a black ground wire, and an orange "trigger" wire that would have sent the paging signal when it recieved a ground input from the alarm brain.
The supplemental battery allowed the signal to be sent even if the main vehicle battery has been disconnected.

based on my years spent as a MECP certified audio/security/cellular installler that's my best guess.
