Well, I traveled an hour to a DMV that doesn't have much business and got the results I was looking for. I did the normal paper work and let the clerk no that when I was given the vehicle, I was told it was non-oped. She looked some stuff in a book, typed it in, and droped the fees from $900 to $170. Thanks for all the input folks!
