Actually they are both correct technically. Sometime after 1972 GM started to put the plastic letters on the replacement bands. So if you have a NOS band more than likely it has the painted letters unless it is a real old one. The repos all use chrome letters i think, and also you can buy chrome letters to replace the plastic ones if you want.
