Sounds like it's in good shape for a MO truck, well worth the asking price if it wasn't for the title mess.
First, you need to find a discrete way to verify it's not stolen - find a cop friend or I can refer you to a PI friend in your town who might do it for you.
At swap meets, I've seen tags & titles for sale "for novelty" & I've wondered folks are using those to take care of situations like this.
If it's not hot, I'd make him an offer while reminding him how much grief it's going to be to get a title & then find a way to make it happen.
