You need to get a new gas tank. If there is rust in there, you will want a new one.
That being said, what kind of carb? Quads have a fuel filter right inside the carb where the fuel line screws in. Did you change that filter too?
Rust running through the carb certainly won't do any good, but I wouldn't rebuild the carb until you get a new gas tank.
