Let us know how this goes. I tried to do this when I lived in California. DMV would not do it for me. They said I had to have vintage plates that had once been on the car not just "clear". The aggravating part was the fact that I had California plates that were from my car (I bought a California car when I lived in Illinois and later moved to CAl).

DMV said that I had to provide proof via documentation that the plates were once issued to the car. They said that they did not have records old enough to verify the history of old tags.

This happened about ten years ago so maybe DMV has changed the rules again.
