I just got my horn working after lots of trial and error. You should have a round metal disk (about 2" dia) that is slightly convex , a round metal "cup" (about 2 1/2" dia x 1 tall) (part #7 on Hubscrubs drawing), a plastic ring (about 2" dia) with 3 screw retainers (part #8 on Hubscrubs drawing) and 3 screws. As shown in the drawing, first thing on the steering wheel hub is the plastic ring, then the flat disk, then the cup. The screw retainers from the plastic disk point up and go though the disk, then the cup. The horn button snaps right on to the cup. As Fuzzy mentions above, the convex disk has to be right side up or the horn won't shut off. You have to experiment with the right amount of torque on the screws - too much and the horn won't shut up - too little and the button will be way loose. A great piece of advice I got here when I was having fits with mine - leave the battery disconnected while you're experimenting. Good luck.
