Yes it fits in the hole on the underside of your heater box, you open it by pulling it down like an attic door it reveals the heater resistor inside and above that door....so I think it is just an access panel type thing to get at the resistor, why it would be sitting where it is in the pics and what it's proper name might be...I have no idea.
