why couldn't this be the marker light plug for the front - i.e. lights in the grill or bumber? Are your lights already hooked up? Are your lights running off a splice from the side markers? This plug may have been tied up down there to get it out of the way.
I went and looked at my plugs for the front lights and it is identical.
