My caps have the same part #3963098 as Richards, but they are the different style. Not sure on the differences, they don't appear to be repainted.

Ok, I will dig it out and get you some pics and post back here. Not sure if you posted a typo above, but I have P/N 3963098 as being for the early blue bowtie white painted caps and P/N 3963096 would be for the early blue bowtie bright caps. Here are a couple pics I took last last year showing some of the variances on this style of caps. Mel
