I think you have a mechanical issue in your speed head, mainly the odometer. probably a wore gear in there. I think before I would messing with the gears to get the speed accurate, I would tray gauge head to see if your odometer acts correctly (or at least closer). Then I would dive into getting the speedometer accurate.
