There is a bracket that was factory riveted in the crossmember. It goes where those series of holes are on your cm. Then there would be holes and/or slots in the top of that bracket to bolt the carrier support to.
I don't think anyone reproduces that bracket. Many years ago, I broke mine. Ended up pulling one from the junk yard. It's a pain, you need to drill/grind/chisel the 4 factory rivets. I just cleaned & painted the used part and bolted it to my crossmember.
