I learned my lesson about using a big hammer many years ago. They've got their place but not around the wheels/rims. I broke a drum once and chipped an aluminum rim.
I do recall another vehicle that I had with a stuck wheel. I jacked the rear end up, started the engine, placed it in gear and while the rear wheel was turning used a file to carefully scrape around the center axle part. There was built up rust and grime there. I then used a solvent for rust and was able to remove it that way. If you do this be sure and chock the wheels in front and back.
