It doesn't sound like valve seals. I believe he it saying that the smoke is coming off of the header, not from the exhaust pipe.
If it is getting on the header at the spark plug area, it has to be the rocker cover, or something right around that area. There is not alot of possibilities in that area.
Just because there is gunk in the rocker cover, does not mean it's time for a new motor.
