Difficult to really know without seeing it or even looking at photos. Does he have proof of the mechanical refurbishments?
Depending on the condition of the exterior paint and moldings and weatherstripping etc, I'd say from 2,000 - 2,500 unless it just really looks awesome. That's hard to imagine though with it having a few spots of rust already.

Would be different if it had a new crate engine in it with 50k or less and a rebuilt transmission and transfer case. Redone seat adds 100, redone headliner another 100, new dash pad I'd add $200 if it fits good and nothing if it fits bad (repop) or is just a plastic cap (which is very popular to do and pass off as a new dash pad).

When you say a motor has been "gone through", it really doesn't do that much for me. For all I know a 16 year old tore it apart and put new rings and such in it and called it rebuilt.
