I'm pretty sure my 64 didn't come factory with seat belts. The PO had a driver's side lap belt, but when I replaced them with shoulder belts I found that they were not reinforced at all. He drilled a hole, put a bolt with a small washer on it, and tightened. If I would have wrecked, the seat belt would have been pretty much useless.
I did a lot of reading before I put mine in and I ordered the shoulder belts and mount kit from the link I posted above. The mount is basically a flat piece of steel with a bolt welded on it. Drill a hole in the superficial panel where I guess the b pillar would be in a truck (not sure what it's called). Then, just bolt the top portion in. Drill a hole in the floorboard by the seat and put a bolt through. Drill a hole in a flat piece of steel and put it on the underside of the floorboard to reinforce the seat belt. The kit I got has two pieces, so I ordered two and used a piece of steel I had in the garage for the latches.
The flat piece of steel with the bolt through it spreads out the force if you're in an accident and keeps the bolt from ripping through the floor with a lot of force applied.
