Paint it if at all possible .. the cheap'O bed liner is crap after a few years. There are some that's better than others (not trying to start a war) .. but prepping the bed for bed liner, vs. prepping the bed for paint (?) I'd say just go ahead and paint it.

If the truck was new, and prepped right, .. then good quality liner applied it might be different. An old truck, rusty and dirty in the bed .. then just rolled on? I'd say no.
