the plastic or rubber pedal on the bottom has two round places which pop into two ball studs that should be screwed into the floor of your truck. The top of the pedal rests onto the rod your talking about. The two ball studs allow the pedal to move back and forth at the bottom thus pushing on the top rod which in turn actuates the throttle linkage to your carb. Maybe someone has a good picture.
