Since u said "its making a weird whistle noise", I'd be looking for a vacuum leak--not around air horn, but usual places like base-mounting gasket, vac-hoses, pwr-brake hose, manifold "vacuum trees", intake surfaces. Stopping such a vac leak may cure your "ailing carb" symptoms.

If air horn is warped you'd more than likely find a fuel leak--but not a vac leak. Ever tried to run an engine, in the shop, with air horn completely removed from top of a quadrajet? May reveal a lot of surprises.
