I got it now ! You made what I would call a bulk-head fitting. The washer you welded on goes on the cowl / damper side and the nut goes on from inside the cab, and the hole you drilled receives the plastic piece,

I don't have the plastic piece, but here at work we have some small plastic bulk-head fittings that I will modify to make it like your bolt & washer ( But plastic ) with the correct size hole drilled in it to receive the spring loaded pin.

The light bulb just came on !!!! "LOL"
