Figured it out. A previous owner hooked up a secondary pump on the fluid reservoir and the switch he used was broken. I put in a new switch and it's all working now. I didn't realize that the real pump is on the motor and is vacuum controlled. It works, but I'm not going to the trouble of hooking it up now.
