You didn't say what year, but I'll assume it is under the dash like a 72. The pump manifold that the hoses attach to go bad, even if new. The manifold has the 3 small rubber valves, and if they don't seal, the pump won't pump. Even a brand new one from the parts store may be years old and have dried out valves that don't seal. Every time I think about the pump, I grind my teeth. What a stupid place to put it.
