I just installed this system (evaporative emissions control, EEC) on my '70 to prevent fuel vapors from filling my garage every time I park it. This system was added in the early 1970's to reduce smog. This system will not hurt engine performance, if anything it will help it. You will not be wasting fuel to the atmosphere through evaporation since the vapors get sucked back into the engine from the charcoal canister. Unless you love the smell of fuel vapors, I would leave it. If you do decide to delete the system, make sure you get a vented fuel cap.
