No but the DMV should be able to confiscate your vehicle and fine you $100K per day.
Hey, that's what the EPA did to that one farmer that cleaned out his stopped up ditch. He was fined severely for "disturbing a wetland" and had to take it all the way to the Supreme Court. No idea if the govt. ever paid him back any money.
Titles amount to another tax....I haven't heard of many car thieves stopped because of it. If titles were so great at stopping theft, we wouldn't need insurance, locks, hidden switches, or GPS tracking.

We'd also demand title requirements for all our possessions.
