If you are trying to preserve the original paint and do not want to replace the hood then there are ways to either neutralize the rust or replace the metal. You can remove the under hood brace with a spot weld cutter and that will allow you to get to the backside of the rusted out lip. Not sure what kinda equipment you have access to but a simple sheet metal break should make it easy to duplicate the bends in that front edge and cut out what is bad and replace it. If you don't want to cut and weld it I would at minimum spray some ospho on the back side and clean it up with a wire brush and use some sort of rust converter to slow it down.

I have the same issue on my 68 gmc but I have a piece of trim on the front edge that will help hide the new metal. Oh and if you don't care about the patina then yes getting a new hood is waaayyy easier. Hope this helps
