When I put the LS1 in my '67 Panel Truck I used the POL frame brackets. Same problem only my passenger side was 1/2" above the frame rail. Elongated the holes and cut the bracket. After I had everything bolted together I tack welded the bracket, took it back out, and welded it up. A guy shouldn't have to go through all of that on new parts but I digress.....
