I would suggest drilling it 14mm (0.5512)
And then reaming it with 9/16 (0.5625) reamer.

Or 9/16 reamer that would require a chuck that would accept 9/16 shank.

Yeah you could probably drill it with a 9/16 drill
Just be careful about breaking the edges off the twist drill.
