The "Cluster Feed" fuse would be the one for that. Should be a 12ga pink wire from the ignition switch to the fuse and a 20ga pink wire from the fuse to the cluster connector. Check both sides of the Cluster fuse. There may be some rust on the fuse holder clips so use a small wire brush on the fuse holder clips before you use the tester on it. Be sure and have the key on to test it.
