Cleaned up everything under the cowl and washed out the bottom of the vent pockets until I got all the crud out. Sprayed all the wiper mechanism down with pb blaster, ran it a bit, sprayed it down with lithium grease and ran it some more. Even with the arms off you can tell there is two distinct speeds. As a bonus when you push the washer button you can hear the pump run. Don’t know if it really works but the motor runs.
Waiting to put everything back together after I get the new cowl/hood gasket I have on order.

As far as the washer pump, you might try priming it. I use a turkey baster filled with water at the tank hose connection. Put a little pressure on the bulb while someone pushes the pump button on the wiper switch and the pump is pumping. Don't put too much pressure on it or you will rupture the pump diaphram. Before you do that you might want to disconnect all of the hoses and blow through them with an air nozzle (blow backwards through the squirter nozzles with the hoses disconnected from the wiper motor).
